In 2005, the MSD was separated from its parent Ministry, Ministry of Establishment and Pensions, to become a full fledged office named Management Services and Reforms Office (MSRO). Again, on 4 th November 2009, MSRO was renamed Office of Transformation (OOT) by Governor Babatunde Raji Fashola. This gave rise to the responsibility of anchoring the implementation of government reforms agenda in the State. On 29 th May, 2015, Governor Akinwunmi Ambode gave OOT additional responsibility of coordinating Creative and Innovative ideas that improve on service delivery, distill innovative ideas, and run a centre for Creativity and Innovation in the State. Consequently OOT was renamed Office of Transformation, Creativity and Innovation (OTCI); to fast track the Lagos State Government’s Civil Service Reforms, and to promote the culture of Creativity and Innovation across the State Public Service. In addition, the office collaborates with Ministries, Departments and Agencies in delivering their Sector Transformation Objectives. OTCI is now under the Office of the Head of service.
